North Lincolnshire Council has been praised by an independent review for its strong leadership, clear vision and relentless focus on improving the lives of local people.
The progress review – carried out by the Local Government Association (LGA) as part of its national Corporate Peer Challenge programme – found that the council “continues to deliver impressive outcomes for residents” and is “even better than 10 months ago.”
In a report set to be discussed by the council’s Cabinet at a meeting on Monday, team from the LGA commend the council for its:
- Clear strategic direction and stability – describing leadership as “visible, united and ambitious for local communities.”

- Strong financial management – with a balanced budget and effective prioritisation of investment in prevention, early help, and local growth.

- Effective partnership working – noting that the council “works hand in glove with health, police, education and the voluntary sector” to make a difference on the ground.

- Transformation and digital innovation – recognising the council’s “culture of improvement and empowerment,” where staff are trusted to make decisions that benefit residents.

- Focus on outcomes rather than process – with a clear track record of delivering “real and measurable change” – from stronger family support to cleaner, greener communities.

The review also highlighted how the council’s is “embedding a consistent, values-led approach across services” and creating a workforce that is confident, collaborative and community-focused.
Reviewers noted that the council “punches above its weight nationally,” with strong representation in regional and national networks, and said its approach “sets an example for others.”
They concluded that North Lincolnshire Council is “well run, well led and continuing to improve.”
The full report will be presented to Cabinet on Monday 13 October, setting out how the findings will feed into the next phase of the council’s plans.
